I attempted to go to the site, but it took me to an 'in development' type holding page. Anyways, from what you are describing I have come across similar sites in the past couple of years. A response from the management community to combat the upsurge of resident survey sites that have become more utilized. Another one I encountered was

- While I still believe there is a level of professionalism that needs to be displayed (regardless of whether the resident is deserving based on their treatment of the property), I think these sites can provide valuable data. Just as the trend of reporting rental payment history is on the rise, having available methods of connecting with previous managers as a means of verification of prior residency can greatly speed up the approval process for applications. If done right, this system could develop into a very useful tool that can make the screening process of applicants go very smoothly.
