This is crazy! Norristown, Pa has an ordinance that penalizes landlords and tenants when the police respond to three instances of "disorderly behavior" within a four-month period. In this instance, this woman was terrified of going to the police for domestic abuse because she didn't want to get evicted because of that ordinance. This is an incredible story:
