Does this also hold true in areas where there may not be a military installation, but there are still hometown recruiter commands that maintain offices near high schools and colleges?

Sorry I did not get back to you sooner. What I would do is advertise on military.com. They do not tell you up front, but if you offer a discount to the service members then they let you advertise for free. They reach a worldwide audience.

Then I would go to the local recruiting command and talk to the leadership and give them a tour of the area and what you have to offer and maybe through in a couple of benefits for those choosing to live in your community. It works out both ways because you have a deal where you can say if they enroll in automatic pay you can make a certain reduction as long as they are in the program for automatic bill pay.
