Building rapport to me means staying engaged with your community. Have a line of communication where the tenants can voice what is on their minds and responding to them. Always stay professional and always look for ways of how to do things rather than not. We all know that when we cannot there is going to be a reason where it bumps against some regulation or law. Once you have checked into it and it is something that is set at your level (management company) see if it is still relevant.
The main thing is to stay engaged with your community and follow-up on all issues!
