Parking has become very tight at our community and a problem with residents complaining daily not having a place to park near their bldgs. We were warned by the Fire Dept for those parking at hydrants and red curbs. We are at 95% occupied. We allow 2 cars per apt we do not have assigned parking. We do have have reserved paid garages & carport parking both which are full. We provide car decals for those cars on lease and offer visitor parking passes in the office and have 8 visitor parking spaces for those without visitor passes. With no evail for asking our residents to comply to parking rules we have had to partner with a towing company to monitor our parking,towing for those illegally parked in handicap, crosswalks,curbs and those not registered with office with no decals. A 72 business hour ticket warning to those abandoned/browndown vehicles & tags expired.
We feel we have a problem with people living at our community and not being on the lease and taking up parking.
We have angry residents for being towed, we have frustrated residents for still not having parking near their buildings in the evenings. And residents threatening to do a petition to better the parking.
Suggestions, solutions, comments appreciated as we want to make our residents happy.
I understand your dilemma! In my opinion residents come FIRST. Get rid of the visitor passes. Also, at some point you may have to allot a certain number of permits per apartment based on size of apartment. We did this with plenty of notice and had very little complaints.
Other advice is to look into incentives for those that don't bring a car, maybe?
I would keep the tow truck but only tow those without permits.

We paid a neighboring church to borrow a lot of their parking lot spaces unless they had a special event. Paid about $100 per month but this was about 10 years ago. We also reconfigured the parking lot which added about 20 more spaces. Keep thinking outside the box-every freed up space will matter to your residents!
We did one vehicle per licensed driver is allowed to park on the property. extra vehicles need to rent a garage, or remove from property. All vehicles need to be registered and have proper parking permit. This really reduced our extra vehicles, and visitors who don't belong on the property.
We have the same problem. They are upset because there is not enough parking at all. Residents are parking in the street. I tried taking out visitor parking all together but that was later changed. We are making everyone that wants a parking permit show proof of insurance and that the car is in their name or proof that it belongs to them. They get one permit per lease holder. If they want a new parking permit due to their car being "wrecked, sold, etc." we require them turning in the old permit. If they say they do not have it then they have to pay a fee. This is in hopes of eliminating residents coming in and lying about not having a car anymore so they can get more than the allowed amount. It is a hefty fee. So far the majority of those that have tried to get a new permit after we starting enforcing these rules have either returned with the old permit or said they would and never did. You can already start to see a slight difference. We are also changing our current stickers to a new color since the pther properties on this street use the same color and same company. Now it is obvious if they are not a CURRENT resident. We have tried to come up with solutions for years. Someone will always be unhappy with the rules and someone will always be there to break them.
