I think it offers that: updater.com/utilities . If you search at the top of the group in the magnifying glass for Updater, you can find some reviews and commentary.

Updater is now UpdaterPro and is also now free to us. They integrate with the big PMS systems and so now things like proof of renters insurance, proof of utilities, etc can be pushed right into the PMSs that have the integration. Rusty, you enter the info in the back end of Updater and residents can link out to get utilities and other things set up.
