Hiring the right person

We go through a very strict hiring practice, but still having issues.  People start and then no show on day 3.  We run a personality test to see if they are a good fit for each position.  Then run a background on each individual.  We greet them with warm hello's on day 1.  

We have found a small way to entice them to stay.  We do daily check ins with them for the first week.  Just to make sure everything is going well.  We also have them fill out a personal questionnaire to help us get to know them better.  What are their likes and dislikes?  What are others doing to entice good people to stay with you?
