We actually used a temp agency the last time we found ourselves in need of maintenance. It worked at remarkably well. We had them fax over resumes directly to us and we did our own interviewing and then chose the person we wanted. They worked for the temp agency so if they did not work out we just ended their assignment and replaced them. It actually made it less risky for us and we didn't have to jump in with two feet until we knew for sure the person was qualified. Plus they do drug testing and criminal background (which we do once more prior to hire in). Granted it is more expensive but it's worth the not having the stress of putting all your eggs in one basket only to find out that basket isn't all there if you know what I mean
