Many communities in our area have made after hours lock outs the responsibility of the resident and it's included in the lease agreement. The resident has to call a lock smith and handle/pay and then provide mgmt with new keys.
Our maintenance team handles lockouts and it's the most common after-hours call and the one we all hate. We track lockouts to identify "frequent fliers", residents who treat it like a normal service even in the middle of the night. If they abuse it, they can be fined for future lockouts. I have been trying to go to electronic locks that use codes but the expense is high to make the change. I have digital locks on my own house and the batteries last 3 to 4 years.
