Soft Water for a 45 unit complex?

Our complex is hard water and tenants are complaining.

The Maintenance staff has also noted that sinks and washing machines are being damaged by the build up. I'm wondering if it is possible to add a soft water softener to the entire complex's water system? Or do just individual tenants who are complaining buy their own softener for their own apartment? Even though there isn't room in their apartment for a softener...

How do other complexes deal with this?

Good question have you called your water company and ask them about it? Also note that it will cost you money if you install a system so will your owner be okay with that seeing as you will save him money in the long run on ware and tare. Also residents wont move out because of the hard water. If you tell the residents to get it most likely they wont and just move out.
