Wherever there are the following things:

Most job creation
Least amount of shadow market
Least amount of new construction coming on the market

Upstate New York, specifically the Saratoga County area with the large chip fabricator AMD moving into town over the next year, 2,000+ above average income employees at AMD alone, not enough residential to absorp
