GENERALLY: I would be interested in…
·What you think about these issues. What works? What doesn’t? Where should policymakers focus?
·The landlord perspective. What really drives landlord investment in energy efficiency? Are there misperceptions about this in the policy/utility community?
·Which successful practitioners/policymakers/landlords etc. do I absolutely have to talk to about these issues?
·What do I need to be thinking about that might not even be on my radar? What mistakes do you see policymakers making in regard to rental sector energy efficiency?
SPECIFICALLY: I am looking at the following issues right now…
·On-bill financing. Are there examples of this happening in multi-family where the landlord takes the initiative and then tenants pay back the improvements on their energy bills?
·Green leases. I have a template, but am not aware of any groups that have successfully implemented green leases in multi-family. Are you? (By green lease I mean a lease that allows the landlord to make e.e. improvements and then to raise rent by an amount less than the energy savings gained.)
·In MN, utilities only work with low-income tenants in 2-3-4-plexes, because larger buildings are classified as “commercial” and thus not eligible for their “low-income residential” programs. An individually-metered building with 5+ units will generally not be served by these programs, even if tenants are low income and would benefit. Are you aware of any utility programs that have successful programs for large, individually-metered multi-family buildings?
