Need advise on updating Rental Agreement on housekeeping

Hello everyone, I am doing this on behalf of my parents and want to make sure this is done properly. We live in southern California and have two apartments in the back of our home, the one in question is regarding a young couple that was a two year old child.

My mother plans on increasing the rent starting the new year and we have the proper document to give them notice about the increase, however she would like to update the rental agreement on the factor about cleanness/housekeeping.

We have noticed for the past year and half they live a little slobbish: clothes thrown in corners making cluttered piles, dishes unwashed, food left out, and even a hamper full of soiled diapers. I am not sure how to properly word it or let alone is this allowed to make an update to the rental agreement.

My assumption it would be best to present it at the start of the new year, so proper wording/explanation of how they must keep the apartment clean with an inspection every 4,6 months. Also some fair explanation in the event if they fail to uphold this part of the agreement.

Here is what we currently have in the agreement, please if anyone can advise I would be very much in debt. Thank you

Rules:
No pets of any kind are allowed to be in apartment.

Repairs:
All repairs that need to be done on the apartment due to time and age will be handled and paid by the landlord. However, if the cause of the repairs is found to on part of the tenant’s actions then the tenant will be responsible for paying of the repairs.

Ending of Rental Contract:
Tenant must notify landlord at least 30 days in advance when choosing to no longer rent the apartment. In that time the security deposit will be returned after the tenant has left within the 30 days and after an inspection of the apartment has been done to assure no other damages were placed.

Rent Charges:
Monthly rent must be paid on time by the 25th of each month, if failed to pay on time then there will be a $25.00 charge for each day the rent is late.

In the event another person is living with the contracted tenants for more then two weeks, the rental fee on the apartment will be increased by $100.00 per month.
