Need advice on updating rental agreement about apartment housekeeping

Hello everyone, I am doing this on behalf of my parents in which we own two apartments here in southern California. The apartment in questioned is rented to two couples that have a year old child with them.

The main portion we want to update on the rental agreement is having to do with them keeping their area of the apartment in much better cleanness. We have noticed this past year of them having unwashed dishes, clothes thrown into the corners making piles, food left out and even a hamper filled with soiled diapers taking too long to be thrown out into the trash outside.

Firstly I'm not sure if were allowed to do this so please correct me on this, we plan on introducing the new agreement the start of next year as we also plan on increasing the rent. I would like to know the proper wording to explain they need to keep the apartment clean, monthly inspections and the appropriate action if they fail to meet the requirements. It's just confusing the proper context or explanation of what their role is in not obviously damaging the apartment but being able to live in a decent manner.

I have included a copy of our agreement, and I understand that the area for signing and the rules are included with other documents asking for references and other payment information. Could I just make a separate new document pertaining to just these issues? Thanks for reading.

We have a section in our lease that reads as follows:
LIMITATIONS ON CONDUCT.
The apartment and other areas reserved for your private use must be kept clean. Trash must be disposed of at least weekly in appropriate receptables in accordance with local ordinances.

This is written in a lease from the National Apartment Association so I imagine it can be used in California. You should be able to introduce a new addendum to the lease with no problem as long as it's not discriminatory. I know Section 8 properties have inspections but I'm not sure how that works in private renting. You may want to call your local Fair Housing office to get a copy of the California Landlord/Tenant laws. This will let you know your rights and responsibilities as a landlord and help you to be more prepared when you go in. Our rental agreement says something like "Resident agrees to keep premises clean and sanitary." If the rental agreement terms are not followed, we issue a notice of non-compliance that specifies a remedy date. After three non-compliance notices, we post a "for cause." termination. We only do inspections at 3 & 6 months the first year, then annually after that.

It is a good time to update the lease with changes for next year. Housekeeping should include a quote from Landlord/Tenant Law in your state along with specifics, like Rose included, so there is not question.

What is clean to me is probably not the same clean to everyone else.

"Clean and Sanitary Condition as required by Health and Safety Code of the State of..." would probably work anywhere. Then I would add:

1. Clause about trash disposal
2. Clause about cleaning up all spills on carpet and not to use bleach to clean it up
3. Clause about dusting furniture, HVAC and exhaust vents
4. Clause about vacuuming carpets
5. Clause about sweeping and mopping up crumbs from the floor to prevent insects
6. Clause about dirty dishes. Water attracts roaches!!!!

I always put a reason, other than we just want you to keep it clean, for each issue.

Such as:

Dust all furniture, HVAC vents and bathroom exhaust vans to help cut down on electric bills.

Clean up spills on carpet to prevent charges against your security deposit at move-out.
