That is a tough one. It is so hard to find good people anymore. I try to keep my eye out for good people that I interact with when I am not looking to hire someone and tell them they are amazing and if they want to apply for future openings here's my card. But, for immediate needs that is tougher. Following
I have created a specific business card in the past which states “You’ve impressed us, now let us impress YOU”. It also contains my direct phone number and company information and let’s them know we are looking for good associates. I leave the cards at restaurants, retail stores, etc when someone is working hard and/or providing great customer service. Super easy with cheap cars templates you can get at your local office supply store. It’s a super competitive market out there......good luck.

I don't think paying more will guarantee you the best people will apply. I think paying more means you can weed out all of the unqualified people faster.
If money isn't the issue, ask your self what is the person leaving behind if they may start a new job. I had 2 weeks of vacation I never took that (depending on where I went) I wasn't going to accumulate at a new place for 6-12 months. If you're a smaller company it may be easier to improve some of your signing bonuses.
YEARS AGO I worked for a family company that would co-sign on a new car for an employee after they've been there for a year.
