Poor resident is breaking out like a rash or alergic reaction all over her body to something in her apartment. I replaced carpet and extermined for everything. Finding nothing? What could it be? Could it be mites and not know it? Or something else?

Clean the furnace and change the filter. After all of that, I don't think it could be anything in the apartment. It could be something she is using or environmental allergies.
I had black mold in my apartment once and it caused a rash, especially on my legs. The spores were in the the AC and all in the carpet. Could it be mold?
could be a million things that have nothing to do with the apartment. I think you need more before you start replacing things. I like the suggestion that she see a dermatologist.

Could it be in her washer or dryer? Like fiberglass maybe? we had someone take over a unit that had prior been rented by someone who worked w insulation and A/C’s. The fiberglass insulation was in the carpeting and also in the washing machine.

It could seriously be anything. My brother broke out in a rash for over a year from his thyroid. My daughter used to be allergic to the cold! Fun times living in MN. Every time she got exposed to cold she'd break out. Luckily it only lasted a couple of years and did it off and on.
This actually happened to me
Everytime I went until my apartment after about 10 min I had trouble breathing. They had the vents cleaned and filter changed and whatever it was wasn't an issue anymore.

I had a resident had a rash, swore she had bedbugs. Inspected it found nothing. I made her go to her dermatologist, and it turned out she went on a trip and stayed at a Motel 6 and brought back skin mites. LOL
