At what point, age, or period of time does a child become an occupant under occupancy guidelines?

Alright, question for the masses. At what point, age, or period of time does a child become an occupant under occupancy guidelines. I want to see if there is a large or majority consensus. Any information is greatly appreciated.

I believe at 1 years old. That’s how HUD defines it if I am not mistaken.

Mike Snyder the question is relating to occupancy in a unit. Generally a 2 week old baby isn’t considered an occupant as you would have to force a pregnant woman to move before the birth in some cases.

Frank Justin yes, except tread lightly as over-occupancy due to birth or adoption is usually treated differently than adding an adult.

if you are asking as far as counting how many people live in the apartment, i would tread lightly, perhaps talk to your company or attorney, because the old way of counting "heads" per bedroom is going by the wayside and these days fair housing practices and HUD are more concerned about the number of people in a certain sq footage and not per bedroom.
this could lead to someone claiming discrimination based on familial status.
