We found the culprit, his car would have never made it over the speed bumps.

They are screwed into the pavement. You just loosen the bolts and pick them up. Seriously I didn’t know you could do that until it happened.

I've been doing this for 17, 18 years. I've had some really bad communities in some really bad areas. Ive never had a speed bump stolen. This is a new one. Wonder how much one goes on the black market.
