Wow, that sucks, I'd remind them they always have the option to move but, that would really suck lugging all their crap down 2-3 flights of stairs.
I'm kidding but, I do need more background info... Why hasn't it been fixed? What is the hold up? Was it vandalized? Was it working when they moved in? Are they paying the rent?
All seriousness I would be frustrated too as a resident. If the office isn’t making them feel heard this the end result. Did management offer any solution to help eases this pain? Grocery help during certain hours? A cart to help get items upstairs? Anything? Yes parts and shipping are creating nightmares but helping ease the pain is customer service 101
This is true. We had a building that had to have a pretty extensive elevator repair and it took 3 weeks from start to finish. Not 4 months but it seemed like a long time at the time. We had someone on call just to carry groceries upstairs and we had pizza delivered every Friday and a few other things. Of course people were still upset. There was nothing we could do to get the elevator any faster, all we could do was try to overcome a few of the inconveniences..
Our hot tub has been down for a year now cause we can't get anyone to actually fix it. They come out out a bandaid on it that lasts a few days to a week and then it's back to closed

I have a wheelchair on the 4th floor of one building and an elderly lady with an aide on the 5th floor of another. I get so upset when the go down. I usually have them fixed within 4 hours even if I have to pay overtime.
If there is a single amenity that is not accessible to a person in a wheelchair because of that broken elevator, then a sign on a balcony should be the least of their worries. Disabled Americans are the NUMBER ONE most discriminated against protected class. Hud does not play
I’m shocked this didn’t happen at my community. 16 floors and 2 elevators. One was down for almost 4 months because we were waiting on machine parts to be manufactured. Residents were Losing their minds. At least mine had 1 still working. It felt like Christmas when we got it back up and running.

We have 1 elevator that has been down for 2 months, I sent a email for an update on repair and was told it had catastrophic damage to the control board and it will be months before they have everything they need to repair it. We do have 3 others but yes residents are annoyed and so are we. It's out of our control.
Been there, the part cost 80k and took weeks to get in, people dont realize how long it takes to get a custom part. We hired a company to help the residents carry their items and walk the dogs. One family got a lawyer and they were in the 2nd floor. I feel for the manager I hope it gets resolved soon. Hang in there.
My mom is going through this at her apt right now. They’ll have it working for a day and then down again for 4 days and so on. It’s down more often than it’s working. The hard part for my mom is that she has a broken ankle and is in a cast right now. Laundry is on the 1st floor and she’s on the 3rd. It’s been a nightmare of a situation.
I totally feel your pain! I had the exact same issue in Alaska where we have to wait for parts to be shipped from the L48. People will only tolerate so much play on their patience. Shake some bushes!!!
