It’s recording a common area, there can be no expectation of privacy. I’d ask your attorney. Could you be liable if you don’t allow them, then the resident is attacked when answering the door? Even if the neighbor’s door is open, that’s the same as open blinds on the window. You can’t make someone not look in.

As long as they don’t damage the building and don’t point directly at another residents front door, we allow it.
In certain circumstances we have given residents permission to use one that did face another’s door. It’s because everyone in the building was having their packages stolen except one resident. It was a controlled access building so it’s not like packages were left outside. So we knew who was stealing them and couldn’t prove it. So we allowed the Ring because then it also would give us grounds to evict the thief.

I have a few residents who have them. I make sure that they know it cannot be affixed to the property and that whatever security code they have, they need to provide to us for maintenance emergencies, and/or it is not allowed to trigger the police as our maintenance team needs to have access for emergencies. (some of them have the ability to trigger the police when they have it set to them being home and armed so that when they are sleeping they have that protection). If that is the situation, they can usually deactivate the alarm when they see or hear its our maintenance team.

Had a “stalker” issue. Resident who had a ring would watch her come and go and would know when she would arrive and leave each day from work. He would make it a point to be in the hall when she was there too. Double edged sword.

I helped write a policy allowing them but requiring they not be permanently affixed and having software capabilities to limit the recording area/trigger zone to not infringe on the privacy of neighbors

Uhhh… Additional surveillance? Seems like a good thing. Basic rule, camera may not film the interior of an apartment. Stairwells, hallways and breezeways are common areas.
Some rules on how they are fixed to the buildings.

I used it for office cameras inside and out because it needs Wi-Fi to function. I liked it because I could talk through it.
