1. See if there is any mail in the trash.2. Get more cameras.3. Check on other cameras for people walking with trash bags and then suddenly not with trash bags.
Send out a notice that says “We want to the residents who have sent us photos of the people dumping trash” we appreciate your help keeping the community beautiful
Had this issue at my last property. Only solution we ended up having was A. Going through their trash in hopes of finding mail & B. Putting up like a trail cam in the area it happens the most

I have trail cameras set up. When I’m able to identify who it is I attach a picture of them in the act to their violation and charge them a $50 dumping fine.
Amy Gruver same here. Once we had someone off property dump on ours and they thought they were slick and removed their names off all the magazines...... but missed 1. Lol. Cops were at their door and they came back and took everything back out. As for residents, we would find whose it was, return it to them with a note that said we found their lost garbage and they need to properly dispose of it.
$50 is a cheap fine. $100, even $150 seems to accurately reflect the manual.cost of dealing with problem. That said, ask why....besides a nuerological disorder mental illness the answer might be worth hearing.If you were walking trash to dumpster and bottom broke out (cheap bags, broken glass sliced through) what would 90% of people do, go back and get another bag to rebag, or leave it ?
Put gloves on/ open the bag! You will find the name eventually! You must have an addendum that allows for the trash fines or it won't hold in court if they challenge you
