Any programs for financing small multifamily? FN, FHA...

Hello, I am attempting my first venture in multifamily investment. I am considering purchasing a 250k 2 unit property located on a college campus in Philadelphia. I would like to purchase the property in a LLC to limit my risk. Any ideas of the best place to go for a loan? I am being qouted 25% down, 6.5% by one bank..hoping there is better out there...Does FN or FHA have a program?

I am also in the Philadelphia area. Try Ambler Savings. They definitely use to go to 75 LTV unless there was a recent change. A local bank would be good for a smaller deal.
