Not mold, mold needs a organic surface to grow on and into. Fiberglass is not organic. Either mildew or soap scum. Or just nasty dirt. Falls under house keeping, resident responsibility. .
Well now that is moisture related filth, of course the “I have toxic black mold” is what they are going to say. I have many families claiming this and then a few try to tell me they had mold in their toilets, and bad water because their tub had this gray water residue left. ????♀️
Depends...Was there a service call for repairs? Looks like soap scum under the razor to the left. Not sure what would make the dark runs under the faucet. Also missing a hair strainer or flip it depending on what you use.
Both probably. Resident definitely should clean regularly but it looks to have some unsealed areas causing them to have heavy mildew. I don’t know that I would say mold but mgt should investigate and seal where they can.
Its shower mildew. They need to use a daily shower spray that They keep in the shower and spray tub with and doesn't require to be rinsed off. They also need to clean the tub once a week and use the bathroom exhaust fan when showering, and after showering leave the bathroom door open and pull back shower curtain to increase air circulation. They need ventilation!!!!
Looks like a cleaning issue. As a PM I would explain to the resident that is is not a maintenance issue and is a housekeeping issue. Then explain preventive measures to avoid for the future. We always have to remember every tenant is different and doesn't always know what to do.

It's such an easy clean. Might require some elbow grease, but it's not that big of a deal. Fiberglass bathtubs always get dirty fast. Tenant responsibility 100%.

Scum/ mildew from a resident not cleaning ...Tenant responsible for cleaning within a set time or management will have to take care of it so it doesn't turn into mold but tenant would be charged if mgmt takes care of it
Resident should maintain the same clean tub you gave them at move in. If cleaners aren’t removing the issue then management can run a kit to test for deeper concerns

Absolutely a housekeeping issue. That’s why we have mold/mildew addendums. Send them a lease violation notice and have your staff address it and bill the resident if they don’t take care of it.
