I think the letter is wrong. They’re not “within their rights”. When you turn off someone’s utilities, it’s called Constructive Eviction & it’s illegal.
Don’t know but it’s considered a utility, right? I know for a fact it’s illegal to turn off water and power but don’t know if you’re allowed to turn off other utilities.
The federal government has a moratorium on evictions caused by the Pandemic due to financial hardship for layoff or furlough, the tenants can not be evicted during this Pandemic.....what they need to do is report this up the ladder to the state housing authority and to the Department of Housing and Urban Development in Washington.
They're not going to find anyone to enforce the letter, because evictions/ejections/"displacements" were suspended by the PA Supreme Court. Apparently Nat Hyman has said it was one of his managers who wrote it, though he somewhat took accountability for the insensitive tone. Here's an article from The Morning Call about it:
