How do you handle qualifying people when they do not have income?

How do you handle qualifying people when they do not have income? For example, tenant 1 makes three times the rent amount and tenant 2 has no income (unemployed, no social security or disability payments, etc). Does tenant 2 need a guarantor? Is tenant 2 ok because the combined income is still more than 3 times the rent amount?
Just as an example, dad works and mom is stay-at-home. How do you handle this when qualifying the family?

We run both applicants together. As long as both meet income requirements, no issue. Both sign as leaseholders.

Our criteria is the combined income of all household members mustt be 2x rental amount.. therefore it doesn’t matter if the other adult is unemployed. All occupants over 18 must sign lease.

You’re rental criteria should include a policy on this. I’ve seen it both ways- combined income and each applicant being required to qualify on their own.

We will combine both incomes, if both have incomes. We do require both to have 6 months verifiable income. The only exception is a marriage and we will verify with a certificate of marriage. We will not accept someone without income or put them on as a occupant. We will take a guarantor if someone with six months of income is short on income to qualify. We also remain very consistent on documentation in file and conversation logs in case someone claims discrimination. I know that many companies have loosened up since covid but we have not.
