I did this all without a gate or fence. Instead of ignoring things or treating people like they were beneath me, I stepped up, made sure they knew I was there and I CARED. I made the residents care. The police saw what I was doing and stood beside me.
And I filled doors and retained residents. I gave people a reason to stay. It wasn't easy, but vigilance and heart are what matters most.
