If you're required to follow Fair Housing (and most places are), yep. Breed and weight restrictions do not apply to assistance, service, or emotional support animals. They are, however, required to behave in a way that does not cause a nuisance, and you can have a strong policy that shows that biting, and , and other unwanted aggressive behavior is still reasonable to put on the resident's responsibility. In some states you can charge the resident for any riders that your insurance requires, but I know several states specifically prohibit this. However, if the disability claim is true, and the request does not create a hardship on the landlord or other tenants, you need to grant this accommodation.
