I have a common access key that is used for 7 doors (5 doors PLUS 2 gates). Unfortunately, most of these locksets are badly worn and need to be replaced. Additionally, I have had a number of keys magically damaged or otherwise 'not returned' just since my arrival. In fact, one of my residents actually broke one of his keys in one of the cylinders to the point that it would need to be totally reassembled to clear.
What I want to do is install new locksets and distribute new keys according to the number of residents per household (I would be issuing 1 key per person on each lease PLUS one family member/caregiver if requested). I also want to distribute parking permits to residents that have vehicles at the same time.
What I am looking for is 2 documents without recreating the wheel:
1) announces to all residents that I will be collecting all old keys, distributing new ones, and issuing parking permits. This document should include a couple of stipulations:
a) that I see a copy of the current registration in order to receive a parking permit and indicate that any vehicle without a permit will be towed off property at the owner's expense.
b) that I will only be issuing keys based on the number of people on the lease + one additional for a family member or caregiver if requested.
2) I need a document that the resident signs that states that they have a certain number of common access keys and that any keys issued in the future to replace a lost or damaged key will be subject to a $20 charge.
I have a key fob addendum that I could email to you if you give me your address. Our's is a controlled access building, so each resident gets one fob. Additional fobs are available for family/caregivers but the must pay a $75 deposit which is refunded at move-out if they return the key. If they lose the key then they must pay $75 for a replacement. The addendum mentions key fobs and also addresses entry gates.
Most of my households (even those with 2 incomes) have less than $30,000 in income per year.... most are less than $20,000.... I think a $20 fee to replace a lost or damaged key is reasonable.
I just emailed you my form. I know $75 seems steep, but those electronic keys are expensive! We have the same demographic as you, as 80% of my community is tax credit. Most of the time the $75 is a deposit so they will get it back. If they lose the key we do charge them, however they rarely lose them (probably because of the replacement cost. In the 3 years I've been here I can count on one hand the number of times I've charged a current resident for a key fob. Now with regular keys we only charge $15 to replace.
