I've ordered new concrete insets before, but not the metal edge the steps sits in. Any clue where to get this from?

You can just have the old metal pan just out and new tabs welded on to the stringer and concrete treads welded in their place.

Get rid of the pan style, use precast drop in instead.

I would call a metal fabricator. It’s an easy job. Shouldn’t cost much.
