So I have 2 ESA cats and 2 cats that are not ESA. My husband and I plan on moving to Oregon, WI sometime next year and were wondering if a landlord can deny our application if they have a 2 pet max limit? I've read that ESA's are not counted as pets and that they shouldn't be treated as such when going about renting, but was hoping to find some proof to back that up.
