Guest Insider Ouch. Have you considered adding outside security cameras for this area and sign it appropriately? In the utility lease addendum, you can add fees for not following protocol and signs for illegal dumping (for non residents). If ownership won't approve the cost of a few security cameras, show them the cost of this clean up. I bet the cameras would have been cheaper, you'll save on labor and added utility fees, and may make some additional Rev from it.
