Yes, honestly it's worth it to setup a business gmail for this purpose only if you can't go direct to the domain even if that is all you will use it for.

We've been having issues verifying too and can't seem to make Google happy with our new developments that haven't opened yet. We thought it may be because there's no signage to verify yet, but Google won't give specifics.

If you get someone with a very VERY strong Google presence (Google Partner) it’s a breeze.

I had a 3 month battle with them as well and drove 2 hrs to the site to do a video call with a representative multiple times.

Google did just start charging for domains. We got a notification advising in advance.

We have struggled with several of our new listings! Two of them were approved and then disappeared a month or so later. We had to do so much to get reinstated, such as put FAQs on our website, we had to add profiles of who works there. I don't know if this will help you but worth a try! #googlehasamindofitsown
